Compulsory Primary Education Essay

The meaning of compulsory primary education is that all the children upto the age of 10 must complete their education upto the level of class v. Its purpose is to impart knowledge of reading, writing and simple Arithmetic.

Illiteracy is a curse. It is the root cause of poverty. No development programme can attain success due to illiteracy. On the other hand education is the backbone of a nation. It removes darkness and enlightens mind. It also shows how malnutrition, hunger and disease can be overcome. If the citizens of a country are given right type of education, they will be able to solve the economic, social and political problems of their country. Hence all the children of a country like ours must be given education upto certain level. Therefore, universal primary education has become a vital national issue.

Bangladesh is beset with many problems. So it is very difficult to educate all the people within a short time. A large portion of the children have not yet got the opportunity to go to primary schools. There are about 44000 primary schools in our country which are not sufficient to provide accommodation for all the children. Moreover the poor and illiterate parents do not realise the importance of education. Considering all these problems, primary education should be made free and compulsory.

In order to make the compulsory free primary education programme successful we have to eradicate the problems that stand in the way of it. Firstly the parents should be made to realise the importance of education. More schools should be established so that no student is deprived of having primary education. Poor students should be provided with books, pens, dresses etc. free of cost. In order to build up good and efficient teachers, training facilities should be arranged.

The government of our country has taken some steps to remove illiteracy from the society. The year 1992 has started as the year for universal education. For this purpose one thana has been selected in every district. All the children between ages from 5 to 7 must go to school. They are taught free there. All other thanas will be brought under this programme by phases. The government has also taken vigorous campaign programme to motivate parents to send their children to schools. 

The government has also launched food for education programme to inspire the poor parents to send their children to schools. Text books are also supplied to the students free of cost. Again UNESCO. BRAC, ASHA and many other organizations have come forward to wipe out illiteracy from the country. নিরক্ষরতা একটি অভিশাপ। এটি দারিদ্র্যের মূল কারণ। নিরক্ষরতার কারণে কোনো উন্নয়ন কর্মসূচি সফল হতে পারে না। অন্যদিকে শিক্ষা একটি জাতির মেরুদন্ড। এটি অন্ধকার দূর করে এবং মনকে আলোকিত করে। এটাও দেখায় কিভাবে অপুষ্টি, ক্ষুধা এবং রোগ কাটিয়ে ওঠা যায়। একটি দেশের নাগরিকদের সঠিক শিক্ষা দেওয়া হলে তারা তাদের দেশের অর্থনৈতিক, সামাজিক ও রাজনৈতিক সমস্যার সমাধান করতে পারবে। তাই আমাদের মতো দেশের সব শিশুকে নির্দিষ্ট স্তর পর্যন্ত শিক্ষা দিতে হবে। তাই সার্বজনীন প্রাথমিক শিক্ষা একটি গুরুত্বপূর্ণ জাতীয় সমস্যা হয়ে দাঁড়িয়েছে।

বাংলাদেশ নানা সমস্যায় জর্জরিত। তাই অল্প সময়ের মধ্যে সব মানুষকে শিক্ষিত করা খুবই কঠিন। শিশুদের একটি বড় অংশ এখনো প্রাথমিক বিদ্যালয়ে যাওয়ার সুযোগ পায়নি। আমাদের দেশে প্রায় 44000 প্রাথমিক বিদ্যালয় রয়েছে যেগুলি সমস্ত শিশুর জন্য আবাসনের জন্য পর্যাপ্ত নয়। তাছাড়া দরিদ্র ও নিরক্ষর অভিভাবকরা শিক্ষার গুরুত্ব উপলব্ধি করেন না। এসব সমস্যা বিবেচনা করে প্রাথমিক শিক্ষাকে অবৈতনিক ও বাধ্যতামূলক করতে হবে।

বাধ্যতামূলক অবৈতনিক প্রাথমিক শিক্ষা কার্যক্রমকে সফল করতে হলে এর পথে যে সমস্যাগুলো দাঁড়িয়েছে তা দূর করতে হবে। প্রথমে অভিভাবকদের শিক্ষার গুরুত্ব উপলব্ধি করতে হবে। কোনো শিক্ষার্থী যাতে প্রাথমিক শিক্ষা থেকে বঞ্চিত না হয় সেজন্য আরও স্কুল প্রতিষ্ঠা করতে হবে। দরিদ্র ছাত্রদের বিনামূল্যে বই, কলম, জামা ইত্যাদি দিতে হবে। ভালো ও দক্ষ শিক্ষক গড়ে তোলার জন্য প্রশিক্ষণের ব্যবস্থা করতে হবে।

আমাদের দেশের সরকার সমাজ থেকে নিরক্ষরতা দূর করতে কিছু পদক্ষেপ নিয়েছে। 1992 সাল সর্বজনীন শিক্ষার বছর হিসাবে শুরু হয়েছে। এ জন্য প্রতি জেলায় একটি করে থানা নির্বাচন করা হয়েছে। 5 থেকে 7 বছর বয়সী সকল শিশুকে অবশ্যই স্কুলে যেতে হবে। সেখানে তাদের বিনামূল্যে পড়ানো হয়। বাকি সব থানাকে পর্যায়ক্রমে এ কর্মসূচির আওতায় আনা হবে। সরকার অভিভাবকদের তাদের সন্তানদের স্কুলে পাঠাতে অনুপ্রাণিত করতে জোরালো প্রচারণা কর্মসূচিও নিয়েছে।

সরকার দরিদ্র অভিভাবকদের তাদের সন্তানদের স্কুলে পাঠাতে অনুপ্রাণিত করতে শিক্ষার জন্য খাদ্য কর্মসূচিও চালু করেছে। শিক্ষার্থীদের বিনামূল্যে পাঠ্য বইও সরবরাহ করা হয়। আবার ইউনেস্কো। দেশ থেকে নিরক্ষরতা দূর করতে ব্র্যাক, আশাসহ আরও অনেক প্রতিষ্ঠান এগিয়ে এসেছে। আমাদের দেশের সমৃদ্ধি ও অগ্রগতি নির্ভর করে নিরক্ষরতার সম্পূর্ণ অপসারণের ওপর বাধ্যতামূলক বিনামূল্যে প্রাথমিক শিক্ষার কর বাস্তবায়ন একটি কান্নার প্রয়োজন হয়ে দাঁড়িয়েছে। আমরা যদি পৃথিবীতে সঠিক স্থান হই, তবে আমাদের সমস্ত সম্পদ এবং শক্তি ব্যয় করতে হবে এর জন্য বা আর সময় নষ্ট না করে।
